For Local Authorities

Full Housing Benefit recovery on institutional-grade temporary accommodation

The Problem

  • TA costs spiralling — nightly-paid B&B and hotel placements consume budgets
  • 2011 LHA cap creates a 90% subsidy recovery ceiling for short-term accommodation
  • No control over supply — reliant on limited private stock
  • CAPEX liability — properties degrade without proper investment

The Evergreen Solution

A 10-year-plus-one-day FRI lease that sits in your HRA. Rent is 100% of current LHA (not capped at 2011 rates), with annual CPI review. You hold 100% nomination rights. You control lettings, management, voids and repairs. You recover full Housing Benefit — no subsidy cap — transforming TA economics.

For Investors

Institutional returns, government-backed income, 800+ homes

Evergreen is raising £136.5m (£36.5m equity + £100m debt) to acquire 800+ homes across London and the M1 corridor, leased to Local Authorities on 10-year FRI terms.

The proposition: Council counterparties guarantee rent on long-term leases, rent is pegged to government housing allowance rates, and portfolios benefit from CPI-linked annual reviews. Councils have strong credit, housing is a statutory service, and rents are funded by government benefit rates — creating a defensive, inflation-hedged cash flow.

Two Capital Structures

Platform Model

Equity £36–40m
Debt £100m
Portfolio Size 800+ units
Timeline Medium-term build & exit
Target IRR 20%+ (base case)

Equity / Levered Model

Equity £20m
Debt £20m (50% LTV)
Portfolio Size 200–300 units
Timeline 18–24 months
Target IRR 18–24%

Investment Highlights

Government-Backed Income Rents are linked to Local Housing Allowance — set by government. Councils are statutory bodies with strong credit. Housing is a non-negotiable service.
CPI-Linked Growth Annual rent reviews indexed to inflation protect real returns. Portfolios benefit from macro inflation hedging.
Long-Term Lease Terms 10-year FRI leases create predictable cash flows. Counterparty tenure is long — councils are permanent institutions, not transient operators.
Diversified Counterparties 15+ councils engaged. Portfolio spread across London and M1 corridor reduces single-council concentration risk.
Defensive Asset Class Housing is essential. TA demand is structural and rising. No discretionary spending, no cyclicality.

Operational Excellence

Tech-enabled management platform processing 1,548 hours of automated operations annually — institutional governance at startup cost structure. Rent collection, compliance tracking, maintenance scheduling and financial reporting are automated, reducing headcount whilst maintaining institutional-grade controls.
