For Local Authorities
Full Housing Benefit recovery on institutional-grade temporary accommodation
The Problem
- TA costs spiralling — nightly-paid B&B and hotel placements consume budgets
- 2011 LHA cap creates a 90% subsidy recovery ceiling for short-term accommodation
- No control over supply — reliant on limited private stock
- CAPEX liability — properties degrade without proper investment
The Evergreen Solution
A 10-year-plus-one-day FRI lease that sits in your HRA. Rent is 100% of current LHA (not capped at 2011 rates), with annual CPI review. You hold 100% nomination rights. You control lettings, management, voids and repairs. You recover full Housing Benefit — no subsidy cap — transforming TA economics.

What You Get
For Investors
Institutional returns, government-backed income, 800+ homes
Evergreen is raising £136.5m (£36.5m equity + £100m debt) to acquire 800+ homes across London and the M1 corridor, leased to Local Authorities on 10-year FRI terms.
The proposition: Council counterparties guarantee rent on long-term leases, rent is pegged to government housing allowance rates, and portfolios benefit from CPI-linked annual reviews. Councils have strong credit, housing is a statutory service, and rents are funded by government benefit rates — creating a defensive, inflation-hedged cash flow.
